"Best flashcard app" depends entirely on which job you're hiring it for. A tool built to get you to open it every day (streaks, leagues) optimizes for something different than a tool built to schedule what you review. Here's the actual landscape, grouped by what each option is really trying to do, not by feature checklist.
Real spaced-repetition schedulers
These decide when you see a card again based on whether you got it right, not just whether you opened the app.
- Anki - the most configurable scheduler that exists, if you're willing to configure it. Desktop-first, huge add-on ecosystem, a real learning curve before it runs itself.
- SuperMemo - invented the algorithm most modern spaced repetition descends from, and still the most tunable version of it. The cost is the same as Anki's, doubled: more knobs, more setup.

- Brainscape - schedules by how confident you say you are about a card, which is a self-report, not a measurement of what you'll actually remember next week.
Gamified and habit-first apps
- Duolingo-style streaks and leagues - genuinely effective at getting you to open the app. Whether the review that follows is well-scheduled is a separate question the gamification layer doesn't answer.
AI flashcard generators
- ChatGPT/Quizlet-style AI generators - fast to produce a full deck from a prompt or PDF. Card quality is the actual risk: multi-fact cards, leaky answers, and confident wording on things the model got subtly wrong.
Note-based and DIY tools
Not built as flashcard apps, but people use them as one.
- RemNote - merges note-taking and spaced repetition in one editor. That's a real convenience if your notes and your review cards are the same thing; a real cost if they're not.
- Notion or a spreadsheet - a "show random row" view can technically function as flashcards. It doesn't know what you got wrong last time.
- A plain notes app - excellent for looking something up, not built for producing it from memory on demand.
Analog and no-app options
- Paper flashcards - get the actual mechanism right (you have to produce the answer). What they can't do is remember when to show you a card again - that's on you.

The actual decision
If you already have a working Anki or SuperMemo habit, the scheduler isn't your problem and switching costs more than it buys.
